Prequalification of Tenderers
- The prequalification process is carried out to solicit interest in performing the package works from suitably qualified companies, and to subsequently evaluate prequalification submissions to arrive at a tender list of companies who are the most appropriate in terms of capability, experience and capacity to undertake the package works. The prequalification process includes the following processes:
- A package-specific set of prequalification forms is prepared, taking account of the particular requirements of the package works.
- A prequalification advertisement is placed in selected Arabic and English newspapers in Qatar and the UAE.
- Interested companies register their interest in receiving the prequalification forms.
- Prequalification forms are issued to companies that have registered their interest.
- Prequalification submissions received by the closing date are evaluated against a set of evaluation procedures which are predetermined and on a package by package basis.
- Successful applicants are informed in writing of their inclusion on the tender list, and the arrangements for collection of the tender documents.
Issuance of Tender Documents
- Prequalified tenderers collect the tender documents, which may require the payment of a non-refundable fee for some packages.
- A Site Visit and Pre-Tender Meeting, which is conducted by representatives of the Client’s Project Team and is attended by all tenderers, is carried out.
- Responses to queries raised by tenderers and any amendments to the tender documents or further information are communicated to all tenderers via formal Notices to Tenderers.
- No verbal communication with the tenderers is permitted by any members of the Client’s Project Team.
Receipt of Tenders
- Tenderers submit tenders by due date, time, and manner specified in the tender documents.
- Tenders are submitted in two parts simultaneously via separate envelopes. One envelope contains the technical submission, whilst the second envelope contains the commercial submission.
Tender Opening and Evaluation
- Tenders are opened by the NPP Tender Committee – a sub-committee to the NPP Steering Committee.
- Tenders are opened in two stages, with the technical submissions being opened first.
- Technical submissions are then assessed against a set of evaluation procedures that are predetermined on a package by package basis.
- Commercial submissions of technically-acceptable tenders are opened following the completion of the technical evaluation.
- Commercial submissions are assessed against a set of evaluation procedures that are also predetermined on a package by package basis.
- The successful tenderer is selected based on the lowest commercially acceptable offer of the technically acceptable tenders.
